Job Responsibilities

Trace Systems actively recruiting for a Technical Program Manager to lead, manage, and oversee a large multi-year contract in support of a Department of Defense (DOD) customer. This position is located at Trace Systems Headquarters in McLean, Virginia.  

The successful candidate will have experience managing the entire life-cycle of a large complex government contract with a large number of deliverables, complex schedule, high dollar value and multiple groups of stakeholders. The ideal candidate will excel at verbal and written communications and show the demonstrated ability to balance and prioritize a large workload. 

The Program Manager will manage government and industry relationships within the C4ISR community and must have a solid understanding of DOD satellite, radio communications and networking requirements.

The job responsibilities for this challenging opportunity include but are not restricted to,

  • The Program Manager will manage and oversee all aspects of delivery for a broad range of products, services, and solutions under a large, high visibility Program.
  • Will be responsible for creating and maintaining the project schedule, cost, scope, and quality, and will ensure that quality solutions are developed and overall customer satisfaction is maintained.
  • Will routinely interface with both the customer and corporate leadership, so must have a positive attitude and the knack for communicating well through difficult situations.
  • Must demonstrate the ability to balance a large multi-faceted workload with minimal direction and have the capability to exercise good judgement to prioritize among competing interests. 
  • Will be responsible for monitoring and reporting on technical and cost performance with respect to schedule and budget, both to the customer and corporate leadership. 
  • Must work exceptionally well in a team environment and show ability to lead in cross-functional environment. Will work closely with, and in support of other internal organizations, including engineering, finance, contracts/subcontracts, business development, purchasing, and recruiting.
  • Will assure that all government regulatory guidance and corporate procedures are adhered to across multiple programs and will also work closely with customers and internal corporate resources to ensure the proper execution in all areas of service delivery.
  • Will be the primary interface between Government customers and internal corporate resources on contractual and technical matters, and is responsible for formal and informal briefings and program reviews, as well as the oversight of quality and delivery of data items, technical/scope compliance and overall effectiveness of support.

Minimum Qualifications

  • At least 4 years (within the last 6 years) of demonstrated experience supervising, directing, reviewing, and coordinating technical programs with a focus on hardware products and/or integrated systems in support of the Department of Defense.
  • Proven ability to manage multiple, concurrent DOD Communications projects in the domains of SATCOM, Radio Communications, and Networking.
  • Strong financial management and business management skills, to include experience successfully managing finance and accounting operations for multiple programs in accordance with corporate financial objectives (profit, cash flow, revenue, cost reduction, etc.)
  • Solid understanding of FAR and DoD acquisition/procurement policies and procedures as well as the Government contracts/acquisitions process, DCMA inspection approval process, WAWF, and DoD5000.
  • Ability to translate a PWS into a BOE and deliver best value solutions.
  • Excellent presentation skills to translate program data to technical personnel and business personnel as applicable by audience.
  • Basic Proficiency in Microsoft Project, Word, Excel, PowerPoint, and Sharepoint
  • Exceptional ability to work collaboratively, build consensus, and work with a wide range of stakeholders in a fast-moving, dynamic environment.
  • Exceptional interpersonal, writing, and speaking skills
  • DOD Business development, proposal development, and capture management experience.

Desired Qualifications

  • Knowledge and experience working within the DoD, Aberdeen Proving Ground, and CECOM communities
  • Experience with PEO C3T and PEO-IEWS programs desirable

Education

  • Bachelor’s degree, or 6 years of supervisory/management experience and at least 4 years of relevant technical program management experience.

Security Clearance

  • US Citizenship and ability to obtain clearance
