Job Responsibilities

The candidate will support the GSM-O Task Order 30, Joint Forces Headquarters-Department of Defense Information Network (JFHQ-DODIN), in the J2 Intelligence Directorate as the J25 Cyber Intelligence Plans SME for JFHQ-DODIN at Fort Meade, MD.

We are looking for an experienced and energetic Intelligence planner with Cyberspace experience to join our cyber Intelligence team supporting the JFHQ-DODIN's Cyberspace defense mission. The candidate will serve as a Cyberspace Intelligence planner and subject matter expert within JFHQ DODIN J2.

The successful candidate will conduct Cyberspace Intelligence planning activities for JFHQ-DODIN J2 in support of command plans and exercises. The Cyberspace Intelligence Planner is responsible for synchronizing intelligence support to Operational Plans (OPLANs), Operational Orders (OPORDs), Contingency Plans (CONPLANs), and supporting plans' development. Prepares intelligence estimates and annexes for inclusion into OPLANs, OPORDs, CONPLANs, and supporting plans. The candidate will review and provide intelligence input on strategic and operational plans, contingency plans, operations orders, execution orders, fragmentary orders, strategic operational analysis reports, strategic and operational policy reports, DoD directives and guidance, and other documentation supporting strategic operations research, analysis, and policy development while conducting continuous coordination with the intelligence directorate and provide intelligence doctrine, operations, policy, and authorities' subject matter expertise, including the integration of lessons learned to support senior leader decision making.

The candidate will review and report on strategic guidance applicable to cyberspace intelligence operations, training and exercises while ensuring intelligence planning activities are integrated and synchronized with J3, J5 and J7 battle rhythms. The Cyberspace Intelligence Planner coordinates intelligence director's guidance, plans Cyberspace Intelligence facets of combined/joint exercises and assess Cyberspace Intelligence planning adjusting production to optimize workflow while participating/collaborating in Joint Planning Groups (JPGs), Operational Planning Groups (OPGs), Operational Planning Teams (OPTs) and Intelligence Planning Steering Groups (IPSG) to determine scope and level of intelligence planning support, and provide intelligence products as necessary. Specifically, the Cyberspace Intelligence planner will participate in planning and operational boards, working groups, and cells during contingency and crisis action planning. When planning Cyberspace Intelligence Operations, careful consideration will be taken in Integrating National Intelligence resources with theater assets, and coordinate production of Functional Support Plans (FSP) when required. The Cyberspace Intelligence planner SME will support the conduct of deliberate and contingency planning, functional plan validation, coordination, and integration in conjunction with higher headquarters, components, DoD, and USG Interagency and provide intelligence support to JFHQ-DODIN Integrated Joint Special Technical Operations, when directed. The candidate will synchronize national, DoD, higher headquarters, and Component plans of unity of effort. Additional requirements include conducting foreign partner nation intelligence representative coordination and planning, validate research and analysis, prepare information papers, decision papers, and briefings to inform government leadership, and plan, attend, and execute planning workshops and conferences.

Minimum Qualifications

  • Senior level working knowledge of the Joint Operation Planning Process (JOPP)
  • Experience with Joint Intelligence Preparation of the Operational Environment (JIPOE)
  • Experience with planning Joint and Combined military exercises, MSEL development, road to crisis development, etc.
  • Experience developing Priority Intelligence Requirements (PIR)
  • Background with Intelligence support to plans (e.g., developing Annex B, Intelligence estimates, etc.)
  • Proficient in developing briefing materials, administrative, and logistics support
  • Excellent writing skills and ability to communicate effectively, including public speaking, and briefing senior officers
  • The candidate must have advanced communication and presentation skills (verbal and written) enabling precise conveyance of information across all CC/S/A/FA with command and proper enunciation of the English language
  • The candidate must have strong interpersonal, organizational and critical thinking/problem solving skills
  • Must be flexible, dependable and be able to multi-task with priorities
  • Demonstrated experience of providing excellent customer service
  • Proficiency in use of Microsoft Office Suite
  • 10+ years of experience with strategic and operational intelligence planning
  • 3+ years of experience with interagency planning and operations and Joint targeting
  • Experience with Combatant Command operations
  • Completion of All-Source Intelligence Non-Commissioned Officer/Officer Advanced Course equivalent or higher

 

Education

  • BA/BS degree from an accredited college; preferred degree in Information Technology or Information Security area
  • MA or MS degree preferred.
