Job Responsibilities

Provides assistance to the senior level manager (PM) in charge of the overall planning, direction, oversight and administration of the contract. Ensures full compliance with contract requirements. Will routinely meet with the US Army Regional Cyber Center - Continental United States (USARCC-C) and NETCOM Leadership. Allocates resources and sets schedules to accomplish program objectives including the quality, timelessness, and costs, and implements associated risk mitigation strategies. Participates in program reviews and readjusts resources and schedules to accomplish programs, as necessary. Plans and adjusts work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity. Facilitates continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrates problem resolution into ongoing work without loss of workforce efficiency. Demonstrates expertise in a variety of the field's concepts, practices, and procedures and may provide consultation on complex projects as a top level contributor/specialist. A wide degree of creativity and latitude is expected.

Minimum Qualifications

  • Requires Project Management Professional (PMP) Certification or equivalent such as the Government’s Defense Acquisition Workforce Improvement Act (DAWIA) Level III PM Certification

  • Highly preferred to hold a Master’s or PhD degree in a directly related technical field with a minimum of fifteen (15) years of experience as a manager of complex information technology efforts. Relevant technical degrees include the following, while other curriculums may be considered by the Government: various engineering and science disciplines, Physics, Operations Research, Computer Science, Computer Engineering, and Mathematics.

  • The 15 years of experience must include managing personnel with similar personnel qualifications. At least five years of the experience must be in managing similar Government contracts with comparable projects or activities in size and complexity to this contract effort (Approximately 315 personnel in the capacity of full spectrum IT capabilities supporting networking, cyber defense, enterprise applications, operations and ITIL procedures).


  • B.A. in Business Administration, IT or related field
