Job Responsibilities

The Telecommunications Specialist will support the 2nd ID located at USAG Uijeongbu, Korea. This position will provide pre-installation communications engineering support for implementation of satellite Demand Assigned Multiple Access (DAMA) broadband technologies, Satellite Network Management Systems, and interfaces with terrestrial communications nodes and data networks.

Train Soldiers in the military unit assigned to Install Operate Maintain (IO&M) the VSAT systems to mitigate the contractor to terminal ratio, but still be available as needed to provide on-site technical support to those Soldiers. 

The contractor provides post installation communications engineering support and troubleshooting of DAMA modems, communications interfaces, Network Management Systems, and low-performing communications components to include: 


  • Monitoring and executing related program technical connection policy through the Network Management System (NMS).
  • Plan, implement, operate, and maintain the configurations of user Demand Assigned Multiple Access (DAMA) spoke modems referred to as Return Channel Satellite Terminals (RCST).
  • Plan, implement, operate, and maintain RCST certification/de-certifications and key management; allocate and de-allocate satellite bandwidth IAW the DIVN Program planning and policy; perform traffic analysis and provide solutions for observed incongruence.
  • Maintain VSAT, systems, network and respond to critical technical outages associated with the VSAT terminal in a timely manner.
  • Identify RF Spectrum interference, notify frequency managers and mitigate if possible.
  • Operating, and maintaining VSAT Antenna and all associated “BLACK” side equipment to include but not limited to; Low Noise Block (LNB), Solid State Power Amplifier (SSPA), Inter-facility Link (IFL),  RCST.
  • Providing technical “assistance” in the management of all related customer terminal “RED” side equipment beyond the IP accelerator demarcation point to include but not limited; routers, switches, TACLANES and end-user devices as needed. 
  • Providing technical subject matter expertise related to supported system and other SATCOM related communications to the unit as needed; attend and assist in any required program related exercise mission briefings at unit duty/designated locations.
  • Providing semi-annual formal training courses and touch maintenance training (informal) for personnel as needed. 
  • Providing technical support for logistics activities related to repairs, sparing, shipping, unit directed CERP, and new system requirements associated with the various customer VSAT terminals.
  • Develop lesson plans and user guides and provide formal operator training as required.
  • Signing, drawing and transporting (with approved courier card) COMSEC KEYMAT for Government networks as required.
  • Recommending process improvements.
  • Assist in documenting network configurations and drawings as required.
  • Assist in operating logistics hubs in Korea as required in receiving and processing equipment, handling RMA and related equipment maintenance actions.
  • Performing vendor directed semi-annual Preventive Maintenance Inspections:
  • Cleaning
  • Lubrication
  • Corrosion control
  • Power level alignments
  • Software and Firmware upgrades

Minimum Qualifications

  • Department of Defense TS/SCI Security Clearance or TS/SCI eligibility.
  • Cisco Certified Network Associate (CCNA) or demonstrated hands-on work experience commensurate with CCNA skillset.
  • On-the-job systems integration experience (4 year – high level) with military and commercial Operations satellite systems; network communications; data network components.
  • Global VSAT Forum Installer/Maintainer Advanced Certification (must obtain within 60 days of hire).
  • Technical knowledge and high-level expertise of DoD IP encryption devices.
  • Technical knowledge of commercial DAMA and TDMA satellite modem systems.
  • Security + Certification
  • Ability to instruct and train small groups on Network Management Systems (NMS) and in-door network components, to include DAMA modems, routers, switches, KG-175 TACLANEs , and protocol accelerators, and its connectivity to outdoor satellite terminal components.
  • The contractor needs full knowledge of communications and network test equipment (Spectrum Analyzer, Fluke Network Protocol Analyzer, and Power Meters).
