    Job Responsibilities:

    Trace Systems actively recruiting for a Division Manager to lead, manage, and oversee multiple concurrent contracts, projects, and task orders in support of our Department of Defense (DOD) customers. 

    The successful candidate will have experience managing the entire lifecycle of contracts to deliver C4ISR systems, products and/or components, to include technical and functional integration. 

    The Division Manager will manage government and industry relationships within the C4ISR community and must have a solid understanding of DOD satellite, radio communications and networking requirements.

    The job responsibilities for this challenging opportunity include but not restricted to:


    • The Division Manager will manage and oversee all aspects of delivery for a broad range of C4ISR products, projects, integrated solutions, and services.
    • Will be responsible for ensuring optimum project schedule, cost, scope, acquisition plan, budget, quality, and that quality solutions are developed and overall customer satisfaction is maintained.-
    • Will be responsible for contract, project, and task order delivery to include profitability, revenue growth and financial performance of multiple contracts.
    • Will direct and manage multiple projects, tasks, personnel, and other resources (both internally and externally) while being the primary liaison among customers, employees, and corporate leadership regarding status, deliverables, performance/quality, and personnel.
    • Is responsible for managing cost, schedule, performance and stakeholder expectations, as well as establishing milestones and monitoring adherence to master plans and schedules, identifying program problems and obtaining solutions.
    • Will work closely with, and in support of other internal organizations, including engineering, finance, contracts/subcontracts, business development, purchasing, and recruiting.
    • Will assure that all government regulatory guidance and corporate procedures are adhered to across multiple programs and will also work closely with customers and internal corporate resources to ensure the proper execution in all areas of service delivery.
    • Will be the primary interface between Government customers and internal corporate resources on contractual and technical matters, and is responsible for formal and informal briefings and program reviews, as well as the oversight of quality and delivery of data items, technical/scope compliance and overall effectiveness of support.

    The Division Manager will perform the following functions:


    • Manage the execution of the service delivery to include the project team; coordination among subcontractors, OEMs, and vendors; acceptance of deliverables; change requests; risk categorization; and mitigation.
    • Perform project planning by defining milestones, phases and deliverables, as well as scheduling of needed resources across functional domains.
    • Lead technical project integration and synthesis in the production of systems for delivery to customers.
    • Ensure cost, schedule, and performance across all contracts.
    • Oversee the supply chain function, providing visible leadership and encouraging team innovation, talent management and solution development.
    • Oversee project closure and final acceptance from the customer.
    • Obtain final approval/sign off, deliver results, capture lessons learned and archive project documentation.
    • Perform and present program reviews to the organization and Government as required.
    • Self-sufficiency in terms of cost accounting data collection, manipulation, and analysis using off the shelf tools and corporate time keeping resources.
    • Other duties as assigned.


    Minimum Qualifications:

    • At least 4 years (within the last 6 years) of demonstrated experience supervising, directing, reviewing, and coordinating technical C4ISR programs with a focus on hardware products and/or integrated systems in support of the Department of Defense.
    • Knowledge and experience working within the DoD C4ISR, Aberdeen Proving Ground, and CECOM communities. Experience with PEO C3T and PEO-IEWS programs desirable.
    • Proven ability to manage multiple, concurrent DOD Communications projects in the domains of SATCOM, Radio Communications, and Networking.
    • Strong financial management and business management skills, to include experience successfully managing finance and accounting operations for multiple programs in accordance with corporate financial objectives (profit, cash flow, revenue, cost reduction, etc.)
    • Solid understanding of FAR and DoD acquisition/procurement policies and procedures as well as the Government contracts/acquisitions process, DCMA inspection approval process, WAWF, and DoD5000.
    • Ability to translate a PWS into a BOM and deliver best value solutions.
    • Multiple supplier and government relationships in the C4ISR domain.
    • Excellent presentation skills to translate program data to technical personnel and business personnel as applicable by audience.
    • Ability to build GANTT charts to manage and execute programs on or ahead of schedule.
    • Exceptional ability to work collaboratively, build consensus, and work with a wide range of stakeholders in a fast-moving, dynamic environment.
    • Proven ability to effectively develop, cultivate, and manage customer and employee relationships, performance, and quality
    • Exceptional interpersonal, writing, and speaking skills
    • Fluency in C4ISR technology
    • Proficiency in Microsoft Applications
    • Prior Military or Government Service, particularly with signal, communications, or PM experience.
    • DOD Business development, proposal development, and capture management experience.
    • Must be a US Citizen.

    Desired Qualifications:

    • PMP strongly desired


    • Bachelor’s degree, or 6 years of supervisory/management experience and at least 4 years of relevant technical program management experience.
