    Job Title:  Enterprise IT Requirements SME

    Job Location:  Ft Meade, MD / Ft Washington, MD

    Job Responsibilities:

    • The MPE Requirements SME is the manager for the Task Order deliverables, serving the central point of contact with the Government Technical leads and contract team to ensure excellent performance 
    • Responsible for successful management of all project activities, interfacing with Government personnel, project managers, and subcontracting team members.
    • Develops overall portfolio management strategy, tactics and goals. Formulates and reviews customer strategic plans and aggregated/correlated project objectives.
    • Determines project costs and ensures conformity with constraints
    • Maintains and manages the stakeholder interfaces at the all levels of the client organization.
    • Establishes and maintains relations with senior-level customer and technical team leadership.
    • Possess and apply excellent oral and written communications skills with a demonstrated capability for dealing with all levels of Government personnel and Contractor managers.
    • Meets with Government and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with project schedules and costs.
    • Serves as the project manager for a large, complex task order (or a group of task orders)
    • Assists the Program Manager in working with the Government Contracting Officer (KO) and Government management personnel.
    • Responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules in the task order are implemented in accordance with the task order specifications.
    • Experience managing systems, network engineering, IT systems implementations or IT functions in a federal government or multinational environment.
    • Organizes, directs, and coordinates planning and production of all Contractor personnel, and is responsible for the delivery of enterprise IT projects and operational sustainment.
    • Interacts with Contractor personnel to provide guidance, leadership and direction. Proactively identifies and resolves problems in a timely manner, gathers and analyzes information skillfully, and develops alternative solutions.
    • Supervisor to Contractor program staff regarding operations. Implements and provides guidance related to processes and policies and oversees Contractor and subcontractor work.  
    • Manages the Contractor and subcontractor staff at multiple locations, including the number of staff, hiring and firing decisions, and staff development and mentoring.
    • Organizes, directs, and manages contract operation support functions, involving multiple, complex and inter-related project tasks.
    • Ensures that all project deliverables are delivered on time.
    • Responsible for planning, supervision, and execution of all aspects of project performance, senior level direction, scheduling, and technical performance while applying strong interpersonal and communication abilities.
    • Applies strategic thinking and the ability to synchronize priorities across the global enterprise while improving mission operations and customer satisfaction.
    • Develops advanced technological ideas and guides their development into final products, including work with third-party vendors.
    • Contributes to the development of new process and technology principles and concepts. Works on unusually complex technical problems and provides highly innovative solutions.
    • Under general direction, participates in all phases of computer operating/hardware systems engineering, including design, analysis, and modeling at a technical level. Analyzes computer software/hardware requirements to provide integration and implementation support.
    • Performs operating/hardware systems engineering, including full life cycle design and development. Analyzes and documents users’ functional and data requirements. Develops site survey instruments to gather detailed user requirements and business process analysis data. Conducts functional user interviews to document functional, system, customization, and data requirements and data sources.
    • Formulates system concepts and architecture, specifies requirements, and develops implementation approaches. Determines data requirements for internal processes and external interfaces. Develops new systems or tailors commercial products to meet user requirements. Coordinates all activities necessary to complete an engineering project or several small projects to specification and on schedule.
    • Designs and implements VoIP/Microsoft Windows user requirements as required.
    • Creates tactics, techniques and procedures for installing Cisco VoIP application servers. Installs, administers, manages, and maintains: Windows 2003/2008 Active Directory, Exchange 2003/2007/2010, MS IIS, MS DN, Cisco Unified Communication Manager 4.X-.8.X, Cisco Unity Connection 8.X, Cisco Unity 5.0.1/Express (Voicemail System), Norton Virus Scan Update Server, Click to Meet, SimpleSync/UnitySync, NetScout, NTAS, Webserver, WSUS, and SharePoint.
    • Applies security patches to all vulnerability findings on Windows platforms using DISA Gold Disk or manual lockdowns.
    • Implement IT service management best practices and ensure all systems operations and projects are delivered to consistent cost, schedule and performance targets of multiple projects with matrixed resources and ‘agile’ priorities.
    • Lead teams to define, optimize, standardize and follow operational processes and metrics based on DevSecOps best practices and ITIL framework
    • Perform other duties as required.

    Minimum Qualifications:

    • Eight years direct experience, in the last ten years supporting IT projects and initiatives as a project planner, manager, or comparable position. Must have demonstrated experience with the forecasting, planning, and resourcing technical projects with responsibility to deliver within cost, schedule and performance.
    • Experience and strong familiarity with ISO 20000 process implementation and application within Enterprise IT support organizations
    • Experience with application of IEEE standards for systems engineering
    • Experience with application of ISO standards and Dev/Sec/Ops for software development
    • Experience with implementation of Knowledge Management systems
    • 5 years’ experience in an IT technical discipline - (information assurance / cybersecurity, systems design and architecting; network engineering, or IT systems engineering)

    Desired Qualifications:

    • PMP certification 


    • Bachelor's Degree in a related discipline (e.g. Computer Science, Computer Information Systems, Network Engineering, Math) OR at least 15 years of general experience of which 12 years is directly related experience
