    Trace Systems is actively recruiting for a Junior Proposal Manager to support our Proposal Team for full lifecycle proposal development. This role will interface with business development, capture management, technical subject matter experts, executive staff, and teaming partners to respond to government solicitations, including responses to Federal Requests for Proposals (RFPs), Requests for Information (RFIs), and Sources Sought.

    Job Responsibilities:

    The primary functions of the Junior Proposal Manager will be to manage limited scope proposal teams and limited elements of larger proposal efforts and teams, including a wide range of internal personnel, consultants and teammates, to ensure the efficient and effective development of winning proposals. Expected to research, draft, and edit proposal content.  Responsibilities include:

     

    • Organizing, leading, and managing all aspects of a cross-functional Trace and partner team in preparing the optimum business and technical solution consistent with customer solicitation requirements
    • Coordination and management of resources from across Trace (e.g., pricing, contracts, human resources, line, engineering, and business development) to effectively develop winning proposals
    • serving as the proposal department liaison with teaming partners.
    • Leading presentations to internal stakeholders
    • Supporting business development team or line management presentations to customers and potential partners.
    • Working with business development and senior management to develop Trace value propositions, win strategies and proposal themes
    • Provide page allocations, win themes, and other response guidance to writers
    • Lead SMEs to develop content that is clear and compelling and against the RFP’s evaluation criteria
    • Draft, review, and edit proposal content and/or lead volumes as needed
    • Oversee the development and revision of all proposal graphics
    • Ensure teammates are providing all requested input in a timely fashion
    • Create proposal outlines, cross-reference matrices, and other response documents
    • Develop and enforce the proposal schedule and related milestones
    • Conduct proposal kick-off meetings
    • Assign roles and responsibilities to proposal development team, including teaming partners and consultants
    • Monitor the proposal process to ensure adequate resources are available
    • Collect and submit any requests for clarification (Q&A)
    • Determine how any Amendments, Q&A, or other updates to solicitations impact the proposal and/or bidding approach
    • Lead regular proposal status meetings to ensure assigned activities are completed on schedule
    • Conduct proposal strategy sessions, color reviews, etc.
    • Collaborate with Finance department to ensure all required pricing data is collected, including BOEs and other narratives
    • Perform/ensure final formatting, desktop publishing, and other “white glove” activities
    • Ensure that proposal submissions are complete and compliant with the RFP instructions
    • Manage the development of slides for Oral presentations, if required
    • Oversee proposal production and submission
    • Lead responses to IFNs, Cs & Ds, BAFOs, or other post-submission activities
    • Support Task Order response development across multiple IDIQ contracts
    • Manage and develop responses to RFIs, Sources Sought, Market Surveys, and other related activities prior to final RFP release. Read and understand solicitations, contractual agreements, FAR clauses, or other applicable regulations
    • Manage a list of Action Items throughout the proposal development process
    • Coordinate proposal status meetings across multi-organizational proposal teams
    • Record meeting minutes and distribute notes resulting from proposal strategy sessions, color reviews, etc.
    • Distribute data calls, coordinate the collection of requested data, and compile/analyze the results
    • Follow up with teammates to collect proposal content input, updates, etc.
    • Pull content input, updates, etc. from multiple teammates into a consolidated master file
    • Ensure version control of proposal draft documents
    • Maintain an organized file structure for both electronic and hard copies of all proposal documents
    • Participate in regular meetings
    • Conduct proposal production activities
    • Coordinate data call responses to prime contractors for subcontracting opportunities
    • Write proposal sections including past performance

    Minimum Qualifications:

     

    • 1-4 years of relevant experience functioning in a DoD proposal development environment
    • Excellent writing, editing and proofreading skills
    • Demonstrated knowledge and mastery of the government proposal and procurement process.
    • Experience following Shipley or other proposal development organization’s proposal processes.
    • Excellent team building and networking skills.
    • Ability to multi-task and manage multiple proposal efforts simultaneously, if necessary.
    • Excellent interpersonal, presentation, and communications skills.
    • Self-driven, creative, persistent, and resourceful.
    • Proven experience in managing or working with cross-functional teams (e.g., pricing, subcontracts, procurement, business development, and profit and loss organizations).
    • Strong attention to detail
    • Ability to work both independently and in a dynamic team environment
    • Excellent communication skills to interact with vendors, partners, customers, and corporate management
    • Problem solving, organization and time management skills to balance and prioritize work
    • Manage the entire proposal life cycle, including color team reviews, editing, as well as proposal writing, coordination, desk top publishing and production
    • Must have the ability to be cleared and obtain an US Government issued security clearance
    • Due to the nature of the work and contract requirements, US citizenship is required

    Desired Qualifications:

    • Experience with MS Office programs (MS Word, MS Excel, MS PowerPoint) and PDF preferred
    • Experienced with graphics development tools
    • Understanding of and experience with developing pricing strategies and other competitive bidding techniques
    • Domain knowledge of tactical communications, networking, information technology, and cybersecurity preferred
    • Certification through APMP, Shipley, or other proposal development organizations a plus
    • Technical writing, past performance writing, and management volume writing experience a plus
    • Interviewing and research skills are a plus

    Education:

    Position requires a Bachelor's degree
