    Job Title:  Procurement Manager

    Job Location:  Vienna, Virginia

    Security Clearance:  Clearable

    Job Responsibilities:

    Trace Systems is active recruiting for a Procurement Manager to join our team in Vienna, VA. Duties and responsibilities to include:

    • Manage, and oversee multiple concurrent service and material purchases in support of Federal and Commercial customers and contracts
    • Develop, solicit, negotiate and administer subcontract agreements
    • Prepare and issue subcontracts and subcontract modifications
    • Prepare price and cost analysis to ensure reasonableness
    • Prepare and issue RFPs to potential subcontractors
    • Perform subcontract closeout activities
    • Support various audit requests and speak to auditors
    • Manage a team of Procurement specialists

    Minimum Qualifications:

    • A minimum of five (5) years of progressive experience 
    • Familiar with GSA Schedule terms and conditions
    • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
    • Provide training to audiences.
    • Support proposal development activities including preparation of subcontractor solicitations and bid analysis, and present recommendation to project team and/or client
    • Perform subcontract management post-award activities through evaluating and status of contractors’ productivity, schedule adherence, contract change management, invoicing and claims avoidance
    • Perform closeout of contracts, finalize outstanding contract issues, issue of final modifications, invoices and coordinate completion of contractor performance evaluations
    • Experience working in a CPSR approved environment
    • Experience working in a CMMI and ISO certified environment
    • Experience with Incurred Cost Submission
    • Experience with Management Assessment Audits
    • Experience with Costpoint
    • Demonstrate knowledge of FAR and DFAR regulations and the nature of flow down requirements
    • Must be able to ensure compliance with Truth in Negotiations Act and Cost or Pricing Data
    • Experience in drafting and implementing Procurement policies and procedures
    • Must be detail oriented
    • Excellent time management/organizations skills, be able to prioritize projects and complete in a timely manner
    • Due to the nature of the work, US Citizenship is required.

    Desired Qualifications:

    • Experience with Manpower reporting
    • Experience with Small Business reports
    • Manage and lead a team of subcontract/procurement specialists

    Education:

    • 4-year degree in procurement or related field
