Overview:

Job Title: Satellite Communications Technician (SOFA)
Location: Rota, Spain

Security Clearance:  Active, in-scope US Government issued Secret clearance (Interim Secret Clearance is acceptable)

Requisition Type: Funded

Due to the nature of the work and contract requirements, US Citizenship is required.

Job Responsibilities:

The Satellite Communications Technician position shall provide technical support for the operation and maintenance of a teleport site.

  • All on-site non-emergency related support is performed during normal business hours with labor scheduled at the discretion of GTACSII to optimize use of its resources
  • Be a satellite communications technician or greater skill set
  • Provide normal business hours support (Monday-Friday) and shall provide standby emergency support on weekends and nights. Upon notification (over the phone) from program office or the operations floor flight director, the contractor shall respond within 2 hours
  • Interface with the local organizations or Program Office visitors when requested by the Program Office
  • Provide physical access and escort local organizations or Program Office site visitors when notified by the Program Office of the visit
  • Contact the 24-hour contact number (to program office/sustainment office) to coordinate maintenance times and/or emergency maintenance actions.
  • Perform periodic preventative maintenance inspections (PMIs), COMSEC, and organizational level hardware maintenance (test, removal, replacement) support that also includes periodic local on-site monitoring of alarms, general housekeeping, and equipment inspection.
  • GT system PMIs shall be performed as recommend in operations and maintenance manual (O&M manual). The program office shall provide updated manuals as required.
  • Provide PMI summary and reports as requested by the Program office within 10 business days of the request.
  • Perform level 1 troubleshooting when guided (over the phone or in person) by qualified depot level personnel (or program office engineer), the on-site personnel shall provide limited depot level maintenance actions (described below) within their qualifications and resources:
  • Spares and special tooling will be provided by the program office. Critical spares housed on site.
  • Provide basic periodic generator maintenance and inspection per OEM manual recommendations
  • Provide maintain site mission critical HVAC systems located on the shelter, antenna hub, and servo control unit (SCU) per O&M manual.
  • On-site personnel shall be qualified to operate a man-lift as required for certain PMIs. The program office shall provide (or meet the cost of) special rental equipment.
  • On-site personnel shall perform regular inspection, management and coordinate with local PMEL for calibration support.
  • On-site personnel support includes shipping support and providing necessary part and shipping information and turning in parts/equipment to the transportation management office (TMO). The Program office will be responsible for replenishment of all COTS items.
  • On-site personnel shall not use any program office assets for other than intended purposes without coordination and approval from the program Office.
  • Travel CONUS/OCONUS to support missions up to 10%.

Minimum Qualifications:

  • Must possess seven (7) years operational experience in communications software, hardware or networks.
  • Specific experience required includes protocol analysis, knowledge of OSI protocol (TCP/IP, X.25.X 400, and X.500).
  • Experience with ATM, frame, relay h bridges, routers, gateways, FDDI, and UNIX operating systems is required.

Desired Qualifications:

  • CNE or ECNE experience is desired, as well as supervising the operation and maintenance of communication network systems, mainframe, mini or client/server based.

Education:

  • Bachelors degree in Systems Engineering preferred OR an Associates degree plus 7 years of recent specialized experience OR 11 total years of total specialized experience.
