Overview:

Job Title: Joint C4 Planner

Job Location: Camp Humphries, South Korea

Job Responsibilities:

Trace Systems is seeking a Joint C4 Planner to join our team in Camp Humpries, South Korea. The Joint C4 Planner will lead and coordinate the development, integration, implementation, and sustainment of joint communications systems policies, support plans, annexes, and operating instructions for USFK J6.

 

Primary Responsibilities:

  • Provide joint communications systems planning expertise support to and participate in the Future Plans, Future Operations, and Exercises Planning Groups between the United States Forces Korea (USFK), Combined Forces Command (CFC) and United Nations Command (UNC).
  • Serve as the co-chair of the USFK J-6 and J-2 intelligence surveillance and reconnaissance (ISR) architecture working groups, and represent the USFK J-6 within the JS J-2 ISR Architecture Work Group.
  • Serve as USFK Communications Director’s (ACoS J-6) coordinator and representative within the Joint Doctrine Development Community.
  • Execute Communications Systems Functional Area Proponent (FAP) oversight of USFK components requirements and plans for utilization of Host Nation communications systems.
  • Participate in USFK Logistics Directorate (J-4) Multinational Division base operating support-integrator (BOS-I) JPG.
  • Participate in USFK Logistics Directorate (J-4) Operational Contractor Support planning.
  • Coordinate all communications system to include information network planning requirements related to Alliance, Combined, or US Concept of Operations Plans (CONPLANS), Operations Plans (OPLANS), or Fragmentary Order (FRAGO) inputs.
  • Develop, maintain, and operate a Secret Internet Protocol Router(SIPR)-based network telemetry tool.
  • Develop and maintain documentation to include Mission Essential Services Lists, Joint Prioritized Restoral Lists, Combined Enterprise Regional Information Exchange – Korea (CENTRIXS-K) Simple Points of Failure.

Minimum Qualifications:

  • An active, in-scope US Government issued Current Secret clearance.

  • Due to the nature of the work and contract requirements, US Citizenship is required.

  • Experience serving on the staff of a 4-star level Headquarters.
  • Expert knowledge of operational-level combined, joint, land, sea, air, space, and cyberspace service doctrines.
  • Familiarity with electronic warfare, combined or joint electromagnetic spectrum operations (JEMSO), strategic and operational requirements and the design of communications system architecture, cybersecurity and cyberspace defense principles, and the establishment and operations of secure Department of Defense (DoD) information network (DODIN).
  • Subject matter expertise on Defense Critical Infrastructure, Mission Assurance Programs, and the Defense Readiness Reporting System.
  • Knowledge of Joint Deployment planning and Chairman of the Joint Chiefs of Staff (CJCS) Global Force Management guidance and processes.
  • Willingness to travel off peninsula to attend meetings, and conduct mission contingency operations.
  • Experience providing oral and written briefings and recommendations to senior military leadership on a wide array of technical issues.
  • IAM III certification with focus on risk management.

Education:

  • Bachelor of Science (B.S.) in Computer Science or related discipline
  • Completion of Command and General Staff Course, or equivalent
  • Completion of Armed Forces Staff Officer Course, or equivalent
